English Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

According to a latest study of local authorities, UK councils are preparing to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in England stated that six out of ten of local authorities are planning to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and land to shore up their budgets, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition said that a high proportion of councils attempting to generate funds from a quick sale of assets marked “a clear change from 2024, when the largest share (60%) of local leaders said they would focus on service redesigns and utilising savings to weather growing financial challenges.”

Specific Examples of Proposed Disposals

Medway Council in Kent said its asset disposal plan featured the disposal of a retail complex in a local town and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Increases and Wider Fiscal Strains

This research of councils in the coalition, which includes several urban centers, further found that more than 70% of authorities will have to increase local levies next April to address the rising cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

Medway council said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but some of these take time to achieve both better provisions and cost efficiency,” stated a council leader.

He added: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of regional authorities recently further found council budgets being stretched by the increasing figures of children and older individuals requiring special educational assistance.

The County Councils Network said that council deficits will reach £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a policy document setting out those changes was recently delayed.

Deprivation and Funding Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were among the most deprived in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the 2025 deprivation indices,” noted the study.

“While only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The figures highlights the extent of difficulties confronting municipal officials across major urban centers in the next twelve months,” the analysis added.

“Council officials have been clear about the necessity for a equitable and lasting financial structure that reflects and addresses the real levels of deprivation and need,” stated Michael Mordey.

“Without this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened care services in the last year, the study found.
